Preparing For E-Rate FY2023

The E-Rate program is one of four universal service programs funded through the federal Universal Service Fund (USF). The Federal Communications Commission’s E-Rate program aims to close the digital divide and bring more equitable broadband to schools and libraries by reducing telecom expenses via reimbursements for these services, making telecommunications and information services more affordable for schools and libraries. The E-Rate program provides discounts of up to 90% to help eligible schools and libraries in the United States obtain affordable telecommunications and internet access.
In this article, we discuss the initial steps needed to prepare for the funding year 2023 E-Rate application cycle. Applying to E-Rate is a multi-step process, and prep work on the front end is very important. Focus on your strategy so that you are ready when the application deadlines approach.
To be successful, applicants must plan to multi-task, meet deadlines and keep excellent documentation. The application process is a year-round effort, requiring applicants to juggle several years of funding simultaneously. For example, a district could be processing reimbursements from a previous funding year, ordering equipment for the current funding year, and simultaneously making plans for next year’s application.
Start by updating your demographic information: your enrollment, endowment, eligible student count, etc. Consider any updates or changes to your existing services; equipment you may need for network upgrades; and facility changes (moves, expansions, etc.) through September 30, 2024.
Next, scope your project and draft any Requests For Proposals (RFP), or Bills of Material (BOM), if needed. Both documents are used to explain a project’s needs and gather bids in order to find the best vendors qualified to complete the project. Some applicants may choose to use an RFP, whereas others only need a BOM. Some applicants may not need either!
Lastly, outline your requests so you know the contents of your Form 470(s), if needed, and your Form 471(s). You may need to file a Form 470(s), or you may be able to skip to competitive bidding, going straight to the Form 471(s). Outlining ahead of time helps you determine which deadlines you’re working within so you can submit each stage of the application on time.
