Apply for the Schools and Libraries Cybersecurity Pilot Program this Fall!

Last week, the Federal Communications Commission (FCC) adopted the final order for the Cybersecurity Pilot Program, a three-year program administered by USAC that provides up to $200 million for cybersecurity services and equipment for eligible schools and libraries. Per USAC, “the Pilot Program aims to address cybersecurity threats facing schools and libraries, including being targeted by malicious actors who seek to steal personal information, compromise online accounts, cause online harm or embarrassment, or otherwise disable/disrupt critical networks that provide broadband connectivity.”

Below are the most general updates and clarifications since our last blog post. If you haven’t already, please read our previous blog post where we reviewed the initial draft order here.

  • Process: The application process will be a multi-step process, including four main forms. Note: the Forms 470 and 471 will cover applicants for the duration of the three-year program.

    • The first form to complete in the application process will be Part One of the Form 484. Submitting this form will indicate interest in participating, and will require providing applicant information as well as the type of cybersecurity services and equipment the applicant is requesting.

    • Applications will be reviewed, and selected applicants will be chosen to complete the next phase of the process: Part Two of the Form 484.

    • A Pilot Form 470 will be required for competitive bidding.

    • A Pilot Form 471 will be required for final funding requests.

  • Timing: The FCC will open the application filing window this fall for entities that are interested in participating in the Pilot Program beginning July 1, 2025. Specific dates have not been announced.

  • Eligible Services:

    • Advanced/next-generation firewalls.

    • Endpoint protection.

    • Identity protection and authentication.

    • Monitoring, detection, and response.

  • Ineligible Services:

    • Any services, equipment, and associated costs that are already eligible through E-Rate.

    • Equipment that is not “network-based” (including “both cloud and server-based solutions”).

    • Staff salaries and labor costs.

    • Consulting services not related to the installation or configuration of eligible equipment.

    • Any services or equipment that are on the FCC’s “Covered List” (companies deemed national security risks).
